Key expert 1: Team Leader and PWDs employment policy expert- 400 working days. Must have A university degree (a level of education which corresponds to completed university studies of at least 3 years) in Economics, Law, Sociology/Social work/Social policy. Working knowledge of English. Minimum 7, preferably 10 years of professional experience in the field of employment policies. Minimum 5, preferably 7 years of professional experience in vocational rehabilitation and employment of unemployed PWDs. Experience in leading teams in the public or private sector and/or in donor funded projects in the area of employment policy in at least one, preferably three projects of similar scale (EUR 2.000.000 or more).
Non-key experts/specialists in development and implementation of active labour market policies; VET of the unemployed; VET curriculum development (training for unemployed); vocational rehabilitation, training and employment of PWDs; administration/implementation/monitoring of complex grant actions funded under EU External Aid Programmes.

Key expert 1: Team Leader / Operations and Institutional Expert (Indicative 330 working days. Must have Master Degree in operations and/or business management or any other relevant area for the project; Preferably twelve (12) years of professional experience but not less than ten (10) years in the area of service delivery management and institutional development and/or change management experience; Experience as team leader in at least 1 (one) project of a similar size concerning organizational change/set up of public sector institutions in an EU Member State, candidate and/or potential candidate country; Preferably 5 (five) years of professional experience but not less than 3 (three) years in front office service delivery management.
Key expert 2: Legal Expert (Indicative 165 working days). Must have: University degree or equivalent in Law; Preferably twelve (12) years of professional experience but not less than ten (10) years as a legal expert; Preferably five (5) years of professional experience but not less than three (3) years of experience in legal drafting and conduct of full Regulatory Impact Assessment, with special reference to public service delivery and/or public institution management.

Statistical cluster analysis specialist/Work Package 1 Leader. Should have experience in geographical and cross-sectoral value chain analysis, statistical cluster analysis, foresight and trend analysis of investment, cluster internationalisation and industrial transformation patterns. Experience in update and extension of the European cluster database is a strong advantage. Strong analytical and report writing skills are essential.
Clusters development and Industrial modernisation Expert/Work Package 2 Leader. Should have strong experience in identification of favourable framework conditions and bottlenecks for the modernisation of existing industries and the development of new industrial value chains and emerging industries through clusters; Eco-system Scoreboard for clusters and industrial change; Development of fertile environment for cross-sectoral collaboration, innovation, entrepreneurship and industrial change and cluster development. Good knowledge of strength and weaknesses of regional business environments across Europe is a must.
Modern Cluster Policy Expert/Work Package 3 Leader. Should have experience in provision of customised policy advice on modern cluster policy in support of industrial modernisation (e.g. driven by key enabling technologies including advanced manufacturing, service innovation, digitalisation, creativity, and eco-innovation and resource-efficiency towards a circular economy), thereby showcasing and providing guidance to policy-makers; Provision of customised support services to selected regions by organising a policy dialogue and peer review (that includes assessing policy concepts, undertaking gap analyses, interviews with policy makers, surveys of cluster stakeholder, policy review meetings and a peer review) and by providing concrete policy recommendations on how to facilitate innovative entrepreneurship, value chain innovation and the development of emerging industries and thus, regional restructuring and growth; Regional survey and benchmarking report preparation; Organisation of peer review meetings and policy briefings; Strong analytical and report writing skills.
Expert in cluster policy learning, policy mapping and transnational cooperation/Work Package 4 Leader
Specialist in European Strategic Cluster Partnerships and promotion of networking/ Work Package 5 Leader. Should have strong experience in provision of advisory support to European Strategic Cluster Partnerships, with a particular focus on "European Strategic Cluster Partnerships for smart specialisation investments" and promoting their networking in order to exchange better practices for fostering cross-regional collaborations and accelerating joint innovation investments. Good knowledge of cooperation models in manufacturing clusters is a strong advantage.
