Required expert:

Key Experts

  • Master degree or equivalent qualification (CIPFA, CIA, Cert IPSAS, etc.) in Public Administration, Economics, or similar/ related subjects (e.g. Accounting, Auditing)
  • knowledge of Albanian language is an additional asset;
  • Solid knowledge about PFM issues with a focus on subnational systems
  • Profound work experience in three of the following topics:
    • budget preparation and formulation,
    • tax policy and administration,
    • procurement, treasury and debt management,
    • internal control, internal audit, accounting, public investment;
  • Strong experience in strategy planning, project cycle management, and results-based monitoring;
  • Experience of working in/ with the public sector, especially at subnational level;
  • Proven capacity for strategic interaction at the inter-organizational level to build a network of local partners

Non-key experts

  • Master degree or equivalent qualification (CIPFA, CIA, Cert IPSAS, etc.) in Public Administration, Economics, or similar/ related subjects (e.g. Accounting, Auditing)
  • Excellent communication skills (oral and written) in Albanian and English;
  • Solid knowledge and extensive work experience in:
    • Programme budget preparation and formulation,
    • budget oversight and management,
    • multi-year fiscal planning,
    • public procurement,
    • treasury and debt management, i
    • internal control, accounting and financial reporting,
    • Financial Management and Control (FMC) system/ Development of FMC Strategies and Action Plans
    • Risk identification, development of Risk Registries, and drafting of Risk Management Strategies
    • contracting and public investment management,
    • tax policy and administration (in particular regarding tax appeal mechanisms, tax audit and tax fraud investigation),
    • fiscal decentralization,
    • establishment of internal audit functions, and follow-up on external audit recommendations;
    • business mapping processes/ Mapping of all processes at city administration /municipal administration departments
  • Good knowledge and understanding of the Albanian PFM framework (legislation, procedures, institutions, division of responsibilities) with a focus on the relationships between different levels of governments (central, provincial and municipal);
  • Good knowledge and understanding of the Albanian decentralization process (division of tasks in the PFM field, political and technical challenges);
  • Work experience in the provision of technical assistance and training to local entities;
  • Change management skills (e.g. team-building, forging interpersonal relationships and communication, creating identity and ownership for change) and experience in implementing change management activities;
  • Good knowledge of peer-learning processes
  • Good knowledge of integrated financial, administrative, investment and procurement management systems

Project Name: Technical Assistance to Governance Sectors (TAGS)
Required experts:

KE1: Decentralisation Coordinator/Expert (600 w/days)

University degree preferably in economics, law, management, public administration or
equivalent working experience of minimum of 15 years in these fields.
Masters' degree in relevant fields is an asset.

General professional experience
Minimum ten years international professional experience in assisting governments and the public sector in the implementation of good governance reforms.
Minimum of five years of experience of providing technical assistance in fields related to the scope of these terms of reference;
Working experience in fields relevant to the scope of these terms of reference in South East Asia is an asset.

Specific professional experience
Minimum of two years' professional experience in coordinating expert teams.
Minimum of seven years' experience in government restructuring process;
At least two years of professional experience implementing functional transfers from central government to subnational administrations and strengthening the mandate of subnational administrations;
Experience in coordination, management or implementation of EU Budget Support Programmes is an asset.

KE2: Senior Procurement (PFM) Expert (264 w/days)

Qualifications and skills
University degree preferably in law, economics, public administration or equivalent working experience of minimum of 15 years in these fields.
Experience working in projects using English as reporting language.

General professional experience
Minimum of 10 years of professional experience in Public Finance Management.

Specific Professional experience:
A minimum of 7 years of relevant professional experience working with public procurement systems.Minimum of 5 years of experience of providing technical assistance in public procurement in developing countries.
Experience in at least 1 project developing procurement annual reports and procurement statistical systems.

KE3: Budget System Reform for Subnational Administrations Expert (198 w/d)

Qualifications and skills
University degree preferably in economics, law, management, public administration; or
equivalent working experience of minimum of 15 years in these fields;
Experience working in projects using English as reporting language.;

General professional experience
A minimum of 10 years of experience working on local public finance management and fiscal decentralization.

Specific professional experience
A minimum of 5 years of international professional experience in deconcentrated or decentralized budgets and sub-national budget system.
A minimum of 5 years of experience in preparing policy studies addressing institutional issues related to fiscal decentralization.
At least 1 year of experience working in Cambodia is an asset

management, political sciences, business or, in its absence, 5 years of professional experience in
areas related to social inclusion/employment and activation in addition to the General professional
experience requirements.

General professional experience
· At least 12 years of experience in the sectors related to this expertise out of which at least 5 years
in activities related to labour market analysis and forecasting and/or activation and inclusion of
most vulnerable groups in the labour market and/or capacity building in the field of employment
and training.
· Previous management experience as a team leader in a project of a similar scope in content, size
and duration.

Specific professional experience
· Proven knowledge and experience with the EU pre-accession instruments and financial assistance
modalities through participation in at least 2 projects financed by the EU external aid in the areas
related to this position.
· Proven experience in carrying out at least 2 (but preferably more) programme or thematic
evaluation.

 

Key Expert 2: Education and Training Evaluation Expert (27 w/d)
Qualifications and skills:

pedagogy, business or, in its absence, 5 years of professional experience in areas related to
education in addition to the General professional experience requirements.

General professional experience
· At least 6 years of experience in the sectors related to this expertise out of which at least 4 years in
activities related to vocational education and training and/or teacher training and/or skills
forecasting and development.

Specific professional experience
· Previous experience in at least 2 projects/engagements for curricula development/revision for
secondary schools.
· Proven knowledge and experience with the EU pre-accession instruments and financial assistance
modalities through participation in at least 2 projects financed by the EU external aid
· Proven experience in carrying out programme or thematic evaluation

 

Key Expert 3: Research and Innovation Expert (27 w/d)
Qualifications and skills:
Qualifications and skills
· University degree at Master level in fields related to economics, engineering, ICT, business
management or, in its absence, 5 years of professional experience in areas related to business and
research in addition to the General professional experience requirements.

General professional experience
· At least six years of experience in the sectors related to this expertise out of which at least 4 years
in activities related to research and innovation and/or support to MSMEs (micro, small and
medium enterprises) and/or business development.
· Possess profound research management and research strategy analysis capabilities

Specific professional experience
·Previous experience in the development or evaluation of at least 2 project proposals for Horizon
2020 and FP7 Community programmes
· At least 1 previous experience of creating and/or maintaining mechanisms for cooperation between
the academia, the private sector and the research community in the past 5 years
· Proven knowledge of and experience with the EU pre-accession instruments and financial
assistance modalities through participation in at least 1 project financed by the EU external aid will
be considered as an asset
· Proven experience in carrying out programme or thematic evaluation in the context of EU decentralised aid will be considered as an asset
